Puntland Network on Education for All (PUNTNEFA) is an independent, non-profit coalition, consisting of networks, non-governmental organizations, community-based organizations and associations which are interested in education in the Puntland and Somalia as whole. Established in 2012 with the main goal of promoting access to and quality of free primary education for all Somali children boys and girls alike PUNTNEFA seeks to unite the efforts of civil societies to ensure the accomplishment of the goals of Education for All. It seeks to consolidate and mobilize civil society efforts, exchange experience and build the capacities of members to ensure the fulfillment of the EFA goals throughout the state and across the country.
PUNTNEFA aims to improve the quality of education in Somalia by integrating the civil society in impacting policies to lobby the Ministry of Education and Higher Education of Puntland to develop the current curricula, train teachers, provide comprehensive education for people with disability, build the capacity of the educational cadre, provide appropriate education for all to increase enrollment rates and respond to community issues, mainly guaranteeing the access of boys and girls to education.
The coalition was founded by Somalia intellectuals, educationalists and members of the civil society who aspire to create a powerful movement to advocate for global education goals. The founders inspired others to act swiftly and join hands to influence government policies, plans and budgets towards education. Over the years, the membership has expanded and several CSO have joined the coalition. PUNTNEFA is registered at the Ministry of Planning, Economic Development and International Cooperation of Puntland and is recognized by the Puntland Ministry of Education as well as the Somalia Federal Ministry of Education, Higher Studies and Culture. The coalition is also a member of the Global Campaign for Education (GCE).
Idea behind the establishment of Puntland Network on Education for All (PUNTNEFA) was propounded by the current Executive Director – Abdihakim Farah Ali who was part of the development of Puntland Education Sector Strategic Plan during the 2011 to 2012 and preparations of engagement of Global Partnership for Education (GPE) as team of advisors and education planners designed the teacher salaries project. A team member working with CfBT Education Trust to carry out the Teacher Salaries Simulation Model, he come to know the need for active civil society body to engage advocacy, accountability and mobilization of resources for education sector. Over the years, PUNTNEFA under the current leadership had made tremendous achievements and expanded its contact. In 2019, PUNTNEFA secured the membership of Global Campaign for Education (GCE) – being a big step taken forward which will enable the coalition to connect other regional and global actors and be part of the global education dialogue.
PUNTNEFA is envisaged the creation of civil society movement united for education for all that respects human rights, protects the dignity and devotes diversity, and equality without discrimination.
